These Random Events occur when you are out of fuel, waiting at a beacon.
FTL Jump becomes possible a moment after you receive Fuel, i.e. FTL Drive is instant-ready (regular requirements for Piloting and Engines systems state and the crew are applied, though). Note: ordinary events beacons with hostile ships when jumped into grant instant-ready FTL Drive as well; not receiving a fuel reward and being at an environment hazard beacon will allow a player to 'jump away' (change environment, actually) from the hazard via the WAIT option.
